Q. What is your thought on the first half of the 7th popular election?

During the first half of the seventh term, we have been doing our best to lay the foundation for 'better meteorites together'. With the initiative of self-government and the prediction of the fourth industrial revolution as the key keynote, the government has been working on the district administration with the idea of laying the driving force for pending projects and laying the foundation for a new future of meteorites rather than tangible achievements right now.

As a result, various achievements such as the creation of a community participation platform, the opening of the integration support center, the expansion of ICT welfare services, the launch of science and education brands Yuseong refreshment award 'Nara-ium'(country development), the activation of the hot spring tourism zone, the opening of 5060 Youth University, the construction of Eoeun-dong Urban Regeneration New Deal, the construction of Yuseong Sports Center, and the relocation of health centers were achieved."

Q. How will you prevent the spread of COVID-19 in Yuseong-gu?

The rapid spread of the movements of the confirmed patients in the early stages of the local outbreak through disaster texts and SNS, and the thorough prevention of contact screening and visiting locations through rapid epidemiological investigations have been the main reasons for successfully preventing community infections. It proactively promoted all-round preventive activities such as the operation of a drive-through screening clinic, operation restrictions on high-risk facilities such as entertainment facilities, distribution of hand sanitizers for PC rooms and karaoke rooms, prevention of shopping malls, installation of safety counters, and distribution of masks to prevent infection to pregnant women and students. Much effort was made to reduce the concentration and contact of civil petitioners visiting the district office, such as securing safety and how to book civil petitions to enhance visiting convenience, and installing transparent screens at civil service colleges."

Q. What is the strategy for the Post-Corona of Yuseong-gu?

"For the first time among the five Daejeon districts, we have formed the Life Prevention Promotion Headquarters, a disaster safety organization for Corona 19 that integrates the public and private sectors. Quarantine authorities in the district, including quarantine experts such as epidemiologists, infectious medicine professors, and business owners gathered together to closely analyze detailed guidelines for keeping a distance from living proposed by the government, reconstruct them into 18 areas, and establish their own plans for life prevention.

The Life Prevention Promotion Headquarters divided into four general teams, a public relations team, a disaster response team, and a life prevention management team, and deployed 22 departments of the district office in 18 areas, and designated public and private institutions, facilities, businesses, and organizations affiliated with each field as a control tower. The quarantine manager composed of team leaders or higher has become the focal point for establishing a close cooperation system for each subject of management while overseeing quarantine management and inspection, including the management of suspected patients and guidance and inspection of various events and meetings. In order to manage the progress, each department concerned is required to submit and implement a detailed action plan that includes specific budget amounts along with special measures, and hold a report meeting twice a month to discuss and update the results of the implementation and improvement measures."

Q. What is the reorganization for Post Corona?

Yoo Seong-gu focused on expanding medical and quarantine systems in preparation for the post-Corona era. First, it has secured more medical personnel (three nurses), expansion of facilities (transportation vehicles), and quarantine supplies. Epidemiologists and others have strengthened their stress by readjusting their functions to combine medical treatment and quarantine to reflect future government plans. In order to improve the prevention system of multi-use facilities, the government has made efforts to introduce an electronic access control system (KI-PASS), support the prevention of the elderly, vulnerable groups, and daily life prevention of the elderly, such as senior citizens living alone, daycare centers, and senior citizen centers.

To establish an administrative system for 'Untact', the department of future strategy (four teams) was newly established. The digital innovation team will strengthen ICT, innovate work systems, and discover smart administrative services, while the future generation team will be in charge of youth policy and population policy. In addition, the team that resolves loneliness supports the ever-increasing number of one-person household policies and specialized policies such as pets, while the shared economy team supports the social economy and food autonomy. In particular, the company is overhauling its non-face-to-face digital administrative system. First of all, the company is strengthening its digital processing capabilities by starting with simple complaints such as issuing electronic certificates, paying taxes, taking courses at Dong Happiness Center, booking public facilities, and issuing certified copies. The most important thing is to enhance residents' ability to use smart devices. The district is helping residents to easily use administrative services by linking digital gaps, improved literacy, and job creation."

Q. What is the biggest achievement in the first half?

"During the two-year period of the seventh popular election, he pushed ahead with two major initiatives: self-government and the Fourth Industrial Revolution. First, the government established a comprehensive plan for autonomous decentralization and set up a special account for autonomous decentralization (1.5 billion won) for the first time in the country among local governments. The budget for residents' participation has also been raised sharply from 6.6 billion won in 2018 to 2.7 billion won in 2019. In particular, the government revised the ordinance to strengthen the authority and role of the residents' self-governing council, and laid the foundation for autonomous decentralization through pilot projects (Jinjam-dong, Wonshin Heung-dong, Oncheon 1-dong) and the formation of a community-participating platform.

It has also expanded scientific cooperation projects linked to Daedeok Special Zone and universities. It is gaining huge popularity from residents by launching the Yuseong refreshment award, publishing children's science play textbook (NADo Na Do) (only in the country), One Day Intern, science Golden Bell, and Science Camp. In addition, the selection of projects for educational innovation zones (Naraeum) and regional problem-solving college cooperation projects (Chungnam University and Hanbat University) are considered major achievements. In addition, the project to promote hot spring tourism (KRW 10 billion), and the hot spring tourism hub (KRW 18 billion) is on the main track.

Based on these achievements, they were also well received by the outside world. In the second Science Biz Award hosted by the Korea Science Creation Foundation, the Excellence Award (first among local governments) The National Self-Governance Competitiveness Index (2019, Public Autonomy Research Institute) The Resident Autonomy Index 'Best' (2020, Daejeon City) The Resident Participation Budget System 'Excellent' Local Autonomous Entities (2019, Ministry of Public Administration and Security) Public Administration and Local Autonomous Entities 1"

Q. Proposal for Fourth Industrial City in Yuseong-gu.

"We are currently leading innovation education through the Science Brand Yuseong refreshment award. The same goes for cooperation with Daedeok Special Zone. It started working group activities in January last year to strengthen networking in the old and Daedeok special zones. The researchers, elementary, middle, and high schools 'mentoring' projects (dream tree science mentors), career camps, and science rooms are key. It is striving to commercialize science and technology and build testbeds by promoting cooperative projects in which scientists and residents interact together, including supporting the creation of streets in Re-New science villages and science and culture."

In addition, ICT Smart Senior Citizen Center (20 places), Alone Senior Care (Smart Toybot and Power Data Base), Mobile Healthcare, E-Sports Experience Education Center for the Disabled, Smart Administration using drones (intellectual, civil service, urban management, events, etc., 5G Wireless Communication CCTV Road Safety Demonstration Project (Korea Electronics and Telecommunications Research Institute), pilot village operation of welfare complex for senior citizens, and intelligent system for eradicating unauthorized dumping.

From now on, we will train future talents with problem-solving skills and convergent thinking skills. We will continue to develop Yoosung refreshment brand businesses such as expanding education for children's play science materials 'Na Do Na Do' (national UCC contest and education for daycare centers in the jurisdiction), establishing 'Nara-ium' online education platform in Yuseong-gu, One-click career experience, career project, village education resource E-book, and the story of our village education community. (Innovative D.N.A. Education) We will promote leading education in the fourth industrial revolution, including Junior D.A., One Day Intern, science camp, and special lectures on nouns.

In particular, we will prepare measures to utilize retired researchers such as technical advice, education, and support for youth start-ups to strengthen the role of testbeds for future technology demonstration and commercialization, and to lead science's new deal (cooperation with venture companies). To that end, we will make efforts to build up village-level public data so that it can be easily utilized and settled by the private sector."

Q. What are your plans for the second half of the 7th popular election?

We will set the remaining two years as a goal for the second half of the year as a city that grows into people and science, and will speed up the 10 major tasks such as future strategies, people's livelihood and economy, and fourth industry. We will establish a meteors-type residents' self-governing model such as completing a community self-governing platform at the same unit, creating a village-sharing space, and expanding projects for the village community, and establish scientific and smart administrative services for the fourth industrial revolution and post-corona era, including building public data, digital innovation, and non-face-to-face systems to further strengthen our foundation as a leading city in the fourth industrial revolution.

In addition, the focus is on devising and implementing policies that suit the characteristics of the region, such as the creation of a tourist hub in the Yuseong Hot Spring District, the Bandabi Sports Center, the Agarang Library, the development of ecological recreation spaces in Seongbuk-dong and Bangdong reservoirs, and the development of one-person household policies, along with the relocation of the Yuseong Complex Terminal, Sewage Treatment Plant, Ansan, Jangdae Industrial Complex, the hot spring Tourism Promotion, and Urban Regions, and Urban Regions, and Eoeun-dong, and Guam-dong, and other, and Urban Regions, and Urban Regeneration, and others.
