대덕구형 동네돌봄 우수사례, "세계에 소개되다"

‘어르신 틈새돌봄서비스’ 등, 행정한류 우수사례로 해외 90개국에 공유

[충청뉴스 김남숙 기자] 대전 대덕구는 ‘대덕구형 동네돌봄’이 행정안전부 지방자치인재개발원에서 분기별로 발간하는 영문 뉴스레터에 우수사례로 90여 국에 소개됐다고 30일 밝혔다.

‘대덕구형 동네돌봄’이란 돌봄이 필요한 주민(노인, 장애인, 청년, 아동 등)이 살던 곳에서 개개인의 욕구에 맞는 서비스를 누리고, 지역사회와 함께 어울려 살아갈 수 있도록 보건·의료, 요양·돌봄, 주거개선, 일상생활지원을 통합적으로 제공하는 돌봄서비스다.

특히 어르신틈새돌봄서비스는 노인장기요양 및 노인맞춤돌봄서비스의 돌봄 공백을 메꿔 주말이나 야간 등에도 방문돌봄이 가능한 지역주도형 돌봄서비스로, 노인돌봄 사각지대 해소를 위한 대덕구만의 특화된 케어 서비스로 소개됐다.

구 관계자는 “지역의 다양한 돌봄 주체가 질 높은 복지서비스를 제공하고, 지역주민 누구나 돌봄서비스를 부담 없이 이용할 수 있도록 앞으로 주민 주도형 돌봄 체계 구축과 서비스 개발 및 제공에 노력하겠다”고 말했다.

한편 ‘대덕구형 동네돌봄’은 지난 5월 행정안전부가 선정하는 ‘2022년 주민생활 혁신사례 확산 지원사업’에 대덕구 최초 확산사례로 최종 선정된 바 있다.

Case of Innovative Governance that Improved the Citizen’s Life:

Daedeok-gu (district) Community Care(Aging in home)

“The end of my life is happy end”

□ Background and purpose

- A need for community care services tailored to Daedeokgu arose in consideration of Daedeokgu’s current status as an aging society and in preparation of entrance into a super-aged society expected in 2026.

- There has been a one-month gap in care services from the service application submission to the implementation of long-term care for the elderly

- There has been a need for proactive and preemptive support to cover the blind spots of current care services including young carers and family guardians

□ Project Details

① Public-private partnership

- Created a working group encompassing medical welfare organizations, experts and practitioners to set the project direction

- Established a committee to strengthen community network and community care capabilities

- Conducted team-learning activities for relevant practitioners

- Fostered residents as health and well-being leaders to establish a social safety net at a community level

- Secured private and public infrastructure for care services and signed MOUs with organizations in the fields of health care, medical care, welfare, and private housing care

② Operation of integrated Counselling services

- Platform for the Neighbors in the Blind Spot

- Support for home care, nursing care expenses and non-benefit medical

expenses

③ Medical and social care

- Niche care: Provision of visiting care services on holidays, at night or right after a resident applies for long-term care and delivery of meals with nutrient side dishes

- Visiting bath(hair) care: Visiting services for bathing and haircut as well as other hygiene-related services

- Care for discharged patients: Visiting services for medical care to help discharged patients recover daily functions

- Well-cared life for the elderly with mild dementia: Visiting services for health and well-being and provision of meals

- Smart home: AI care services for the elderly desiring non-face-to-face care

④ Health and medical care

- Operated physical, psychological, and emotional health management programs in cooperation with local welfare centers for people whose health is vulnerable.

⑤ Housing improvement

- Promoted a project for housing environment improvement befitting to physical capabilities of the elderly (MOU with self-supporting companies within the district)

□ Achievements

① Created public-private cooperative governance tailored to Daedeokgu and overcame past practices of focusing on public-sector only

- Set up a committee and a working group for integrated community care services

- Conducted workshops and team-learning activities for residents and a working group and sought for future development

- Managed extensive case studies on those who are subject to community care services

② Secured private and public care infrastructure, and expanded domiciliary care services for local settlement such as health care, medical care, welfare and housing

- Signed MOUs with private care service organizations (32 in total) in community and provided relevant services

③ Expanded user-centered, domiciliary services for local settlement

- Satisfaction survey (November 2021) → 98% of respondents said their life quality was improved and 86% of respondents said they are satisfied with the services
