전교조 대전지부(지부장 성광진)조합원 10명은 8일 오후 2시 대전시교육청 정문앞에서 ‘교직복무심의위원회규칙’ 입법예고 규탄 및 교원평가 시범실시 저지를 위한 기자회견을 열었다.
이날 성광진 대전지부장과 신정섭 정책실장은 각각 교원평가 시범실시 강행과 ‘교직복무심의위원회’ 입법 예고에 대한 대전지부 입장을
밝혔다.
먼저 신 정책실장은 “부적격 교원퇴출에는 동의하지만 별도의 ‘교직복무심의위원회’ 설치 운영에 대해서는 반대한다”며 “이 기구의 설치는 결국
교육감의 징계요구에 권한을 대폭 강화"하는 것으로 “규칙 제정 및 공포의 권한이 있는 교육감이 징계 대상을 확대할 수 있다는 면에서
적잖은 부작용이 예상된다”고 강조하고 독소조항이나 문제점에 대한 수정과 개선을 촉구했다.
또한 성 지부장은 “교육부는 우리 교육이 안고 있는 수많은 과제들에 대한 해결책은 마련하지 않은 채, 오로지 정책실패 책임을 교원들에게
전가하는 교원 평가가 실시되기만 하면 모든 문제가 해결될 수 있는 것처럼 국민을 기만하고 있다”고 말했다.
또 대전시교육감에게 시범학교 선정 작업에 참여하지 않을 것을 요구하며 대다수 교원들이 반대하는 교원평가를 받아들여 대전교육을 질곡에 빠뜨릴
수 없다는 분명한 의지를 보여줘야 한다며 결의문 낭독을 마쳤다.
이어 성광진 지부장의 삭발식을 가졌다. 삭발식 후에 “학교불신과 교육불신을 교원들에게 전가하려는 교육부에 대한 대전 1만여 교사의 분노의
표현”이라고 강조하며 “이중적인 심의위원회·교원평가는 더 이상 학교가 발전할 수 없다”고 말했다.
이와 함께 ‘교직복무심의위원회규칙’ 입법예고에 대한 의견서를 공보담당감사관에게 제출했다.
한편 전교조 대전지부는 12일 서울 광화문에서 교원평가 시범운영 철회 요구 ‘연가투쟁’과 15일 교원평가시범실시 규탄 및 교원구조조정
저지를 위한 대전교사 결의대회 등 투쟁할 계획이다.
또 오는 15일부터 교원평가 시범운영 저지를 위한 시교육청 앞 무기한 농성과 시범운영 신청학교 항의방문 및 업무거부 투쟁에 들어갈
